Hmmmm PayPal yeah…love them, hate them but let them do what they want as they really dont give a shit about you or your online business.
If you do want to speak to a human being (in the UK it will be someone in Ireland that will probably piss you off)
Couple of things to expect when you do speak to them –
1. Automated Answers (yes even from a human!)
2. Stupid Questions you will no doubt already now
3. Lack of Help and knowledge of what Services they sell
4. End up no better off so just lie like I did

Here is the BIG TRICK!
To speak to a Dumb Customer Support Person say the word “AGENT” this is actually funny because the automated Mans Voice will keep saying “State Options 1 or 2 or 3 etc so as a bit of fun I would shout AGENT as loud as I can to see if he would still put me through faster.
He didn’t end up putting me through any quicker but I felt better having shouted it!
