There is nothing like commenting on smaller blogs and getting to know those bloggers. They will easily become regular readers of your blog and will (for the most part) keep supporting you because you were there for them when they were small. Not all blogs will become top tier blogs but many smaller blogs can easily make up for one top blog. I've build hundreds if not thousands of links like this. Plus you never know who will take a look and be like that's a cool blog - I'm going to add them to my blogroll.
